Texas is not a "stop and identify" state in the way many people assume. Brian Foley explains § 38.02: you must identify yourself only after a lawful arrest; a pedestrian who is merely detained may refuse to give a name (but may not give a false one); and a driver must produce a license because driving is a licensed activity. Getting it wrong in either direction — refusing when required, or answering when not — has consequences.
